CIDCO Demolishes 2,200 Illegal Structures, Recovers 56 Acres in Navi Mumbai

The City and Industrial Development Corporation (CIDCO) has demolished over 2,200 illegal structures this year, clearing more than 56 acres across Navi Mumbai, Panvel, Ulwe, and Dronagiri. This ongoing demolition drive aims to eliminate unauthorized encroachments that obstruct infrastructure development and legal housing projects.
As of April 2025, CIDCO’s enforcement teams have conducted 547 separate demolition actions. Officials estimate that the recovered land is valued at over ₹2,500 crore, with ₹300 crore attributed to a single parcel where 90 illegally constructed flats in Kharghar were recently demolished. Suresh Mengde, Chief Vigilance Officer of CIDCO, noted that many of these encroachments were sold illegally to unsuspecting buyers using fake documentation or without any approvals. CIDCO has also published the names of individuals and groups who have received notices under the Monopolies and Restrictive Trade Practices (MRTP) Act and the CIDCO (Prohibition of Unauthorized Construction) Regulations. Last year alone, over 2,100 notices were issued by the Controller of Unauthorized Constructions (CUC), highlighting the extent of the encroachment issue. Mengde cautioned potential buyers to exercise caution when purchasing land or flats in CIDCO areas, particularly in Navi Mumbai and its extended nodes like NAINA, which is a developing zone near the upcoming Navi Mumbai International Airport.
CIDCO’s robust land reclamation efforts are part of a larger vision to establish international-standard townships under the NAINA (Navi Mumbai Airport Influence Notified Area) plan. These projects aim to integrate zones for education, healthcare, logistics, and residential development. The master plan for NAINA includes areas designated for medical research parks, educational clusters, and industrial corridors, which could drive job creation and stimulate real estate demand in adjacent legal zones. For example, land cleared in Ulwe and Dronagiri could be incorporated into planned smart city grids, facilitating infrastructure developments such as metro extensions, affordable housing, and data center hubs.
