State Approves Redevelopment of MHADA Colonies in Bandra and Worli

The Maharashtra state government has officially notified the redevelopment of two major Maharashtra Housing and Area Development Authority (MHADA) housing colonies — 52 buildings at Bandra Reclamation and 58 buildings at Adarsh Nagar, Worli. Located in two of Mumbai’s most sought-after neighborhoods, these projects present a major opportunity for developers, especially with the government granting a generous Floor Space Index (FSI) of 4 for both sites.
A builder will be appointed through a tendering process to execute the redevelopment. To proceed, the developer will need consent from just 51% of the residents in each colony. The buildings, constructed between 1950 and 1960 for middle- and low-income groups, have aged considerably, making living conditions unsafe and prompting residents to demand redevelopment.
Notably, the government has excluded from this plan those cooperative housing societies within these colonies that already have individual redevelopment permissions. It also decided to halt further permissions for standalone redevelopment projects. Officials pointed out that buildings along main roads have been redeveloped faster, while those on inner streets lag behind, highlighting the need for a more structured redevelopment approach.
The projects are approved under Development Control Regulation 33(5), which facilitates MHADA building redevelopment, particularly for the economically weaker sections, as well as middle- and lower-income groups. Under the plan, one-fourth of the FSI will be reserved to create new housing stock for MHADA.
Developers will be responsible for providing alternative accommodation, rental support, a corpus fund, and all necessary amenities for the residents. Additionally, the existing sinking and corpus funds from the old societies will be distributed among the members, and developers must contribute matching amounts based on carpet area for the new funds, to be regulated by MHADA.
To ensure smooth execution, a high-power committee will be set up, led by the Additional Chief Secretary (Housing) and comprising senior officials from MHADA, the BMC, and the Housing Department.
At Bandra Reclamation, the 52 buildings, located near Lilavati Hospital, cover a net plot area of 2,12,042 square meters and house 1,688 flats ranging from 322 to 825 sq ft. Residents will receive a new built-up area totaling 5,04,515 sq m, while MHADA will receive flats measuring 1,00,190 sq m.
Adarsh Nagar, situated behind the Worli Fire Station on Annie Besant Road, consists of 58 buildings over 68,034 sq m, with 863 flats between 270 and 860 sq ft. Post-redevelopment, residents will benefit from an additional built-up area of 89,557 sq m, and MHADA will gain 14,632 sq m worth of flats.
This move marks a significant step toward modernizing Mumbai’s aging housing infrastructure while ensuring that public housing needs are also addressed.
