The Maharashtra Housing and Area Development Authority (MHADA) is set to redevelop its headquarters in Bandra East through a public-private partnership (PPP) model, aiming to transform the property into a modern commercial tower near the bustling Bandra-Kurla Complex (BKC). This strategic move is part of MHADA’s broader initiative to unlock the value of its prime real estate holdings and modernize outdated infrastructure without burdening public finances.

Under the redevelopment proposal, MHADA’s current head office—located close to both the Bandra railway station and BKC—will be demolished to make way for a high-rise commercial complex. In return for building MHADA’s new office premises at no cost, the selected private developer will be granted rights to lease or sell a portion of the new commercial space. This arrangement mirrors successful PPP models used in previous government-led redevelopment projects across Mumbai.

The redevelopment site, situated within 100 meters of BKC, lies in a dynamic urban renewal zone already witnessing significant infrastructure upgrades and private development. MHADA aims to capitalize on this momentum by attracting new businesses and easing congestion in the area through efficient land use.

MHADA Vice President Sanjeev Jaiswal stated that the project will proceed once land ownership issues are fully resolved. Originally proposed under the previous government, the plan has gained renewed traction following strong backing from the current Sena-BJP alliance.

A senior official explained that leveraging MHADA’s high-value land through PPP is a pragmatic way to modernize state office spaces while preserving funds for social initiatives. MHADA currently oversees more than 566 residential colonies across Mumbai, many of which occupy premium locations. The success of the Bandra project could pave the way for similar redevelopments, enabling MHADA to fund affordable housing through the proceeds of commercial ventures in high-demand zones.
