The Uttar Pradesh government is gearing up to launch a series of new housing projects across 12 districts under the Mukhyamantri Urban Expansion/New City Promotion Scheme. These developments are scheduled to roll out in phases between June and December 2025, according to announcements made during a high-level meeting with the Housing and Urban Planning Department.
The cities selected for these projects include:
- Jhansi
- Bareilly
- Aligarh
- Saharanpur
- Agra (Kakua)
- Kanpur (New Kanpur City Plan)
- Mathura (Transport Nagar)
- Moradabad (Didauzi)
- Bulandshahr
- Ghaziabad
- Meerut
- Lucknow
Chief Minister Yogi Adityanath emphasized timely execution and strict adherence to construction quality standards. He also demanded reforms in the building map approval process, instructing officials to eliminate repetitive objections and resolve all pending applications in a single attempt to improve efficiency.
The government aims to take an integrated approach to urban expansion—focusing on comprehensive urban planning, robust infrastructure, residential safety standards, and the use of advanced digital management systems.
In the same meeting, Adityanath directed officials to approve all remaining GIS-based master plans for the targeted cities by the end of the month. The discussion also included updates on metro rail developments:
- In Kanpur, a 6.7-kilometre underground metro stretch from Motijheel to Central Station has been completed. Both corridors of the Kanpur Metro are expected to be operational by year-end.
- In Agra, Corridor 1 is on track to finish by December 2025, with Corridor 2 slated for completion in 2026.
- In Lucknow, work is progressing steadily on the 11.165-kilometre stretch from Charbagh to Basant Kunj.
The Chief Minister also addressed urban planning in Lucknow. He called for expanding the jurisdiction of the Lucknow Development Authority and transferring control of the Jai Prakash Narayan International Convention Centre (JPNIC) to it. The ₹900 crore, 32.5-acre International Exhibition-cum-Convention Centre is expected to be completed within two years and will become a landmark for “New Lucknow.”
Public input is currently being collected on the draft Building Construction and Development Bylaws 2025, with feedback open from April 16 to May 30. Finalized regulations will incorporate this input to guide future development.
