Elphinstone Bridge Redevelopment Revamped: 19 Buildings to Be Rebuilt Before Demolition Proceeds

The Maharashtra government has approved a comprehensive cluster redevelopment plan involving 19 aging buildings near the historic Elphinstone Bridge in Mumbai. This decision replaces the earlier proposal for immediate demolition, following strong opposition from residents in the Elphinstone-Prabhadevi area.

Originally, two buildings—Haji Noorani and Laxmi Niwas—were slated for demolition. However, local resistance prompted authorities to delay the process and reconsider the strategy. Residents raised concerns over unclear timelines and the logistics of temporary relocation, particularly when multiple deteriorating buildings were grouped under one large-scale redevelopment scheme. While many residents support the idea of redevelopment, they fear it may lead to years-long delays if even one part of the project faces obstacles.

Some families also rejected the transit accommodation offered in Kurla, citing safety issues and the long distance from their current neighborhood—especially problematic for elderly residents and children.

In response to public outcry, a joint meeting was held between officials from the Brihanmumbai Municipal Corporation (BMC), Mumbai Metropolitan Region Development Authority (MMRDA), Maharashtra State Road Development Corporation (MSRDC), and local residents. Authorities collectively agreed that the redevelopment process must not proceed without a clear, transparent, and inclusive plan.

The BMC and MSRDC will now revisit the project blueprint to include input from both residents and urban planners. Part of this revised strategy includes evaluating the potential impact of nearby infrastructure projects, such as the Worli-Sewri elevated connector and the Zaveri building.

Officials clarified that the demolition of the Elphinstone Bridge will only begin after all residents have been successfully relocated and the redevelopment of the 19 buildings is underway. This phased approach aims to ensure minimal disruption and continuous housing for affected families.

Civic authorities have confirmed that no demolitions will occur until a final, resident-approved redevelopment roadmap is in place.
