HMDA Pushes Land Pooling to Drive Urban Growth and Revenue in Hyderabad

The Hyderabad Metropolitan Development Authority (HMDA) is actively advancing land pooling schemes to boost revenue and promote planned urban development. As part of this effort, around 300 acres are currently under development across Pratap Singaram, Lemur, and Inmulnarva, with four more projects set to launch in Qutubullapur, Thimmaiguda, Korremula, and Kurmalguda, totaling an additional 540 acres.

In the first phase, HMDA is focusing on:

  • 150 acres in Pratap Singaram, strategically located near the Outer Ring Road
  • 39 acres in Lemur
  • 31 acres in Inmulnarva

The second phase will include larger layouts of over 100 acres each:

  • 156 acres in Thimmaiguda
  • 130 acres in Qutubullapur
  • 138 acres in Korremula
  • 115 acres in Kurmalguda

Under the 60:40 land pooling model, landowners receive 60% of developed plots, while HMDA retains 40%. This structure provides landowners—primarily farmers—with higher land value, legal protection, and participation in the development process, while HMDA gains space for efficient infrastructure planning.

A prime example is Inmulnarva, where land prices surged from ₹8,000 to ₹20,000 per square yard after infrastructure like roads was developed—before plots were returned to landowners. This jump in land value highlights the tangible benefits of the land pooling strategy.

The success of these projects also aligns with the state’s ‘Future City’ initiative, especially in the southern region of Hyderabad, which is further driving up land values in these areas.

HMDA’s focus on land pooling comes in the wake of a slowdown in the traditional real estate market. By identifying villages near the Outer Ring Road and inviting landowners to voluntarily participate, HMDA avoids the need for costly land acquisitions in prime zones.

While the initiative faces challenges—like the minimum land requirement of 30 acres, with 50 acres preferred for viability—HMDA is determined to make land pooling a sustainable and scalable urban development model.

Through this approach, HMDA is transforming Hyderabad’s landscape, ensuring that development benefits are fairly distributed, infrastructure is efficiently built, and urban growth is both inclusive and forward-looking.
